CLS is seeking experienced Property Management Agents in the Washington area with an active real estate license.Under general direction, this position is responsible for:

· drafting, reviewing, and managing complex property management agreements, including leases, licenses, rights of entry, easements, and other documents that relate to uses of a broad variety of property interests;

· researching, reviewing, editing, and interpreting documents; obtaining legal and risk management approvals; ensuring compliance with terms and conditions contained within the agreements; and

· negotiating, corresponding, and coordinating with businesses, internal departments, government agencies, tenants, and licensees in a professional manner.

ESSENTIAL FUNCTIONS:

· Drafts leases, licenses, easements, rights of entry, amendments, and other real estate documents related to incidental uses of managed properties; Coordinates review and negotiates with stakeholders to finalize comments, questions, and concerns regarding requests for the use of managed properties; and prepares new templates and obtains necessary approvals.

· Processes requests for incidental uses of managed property interests; prepares response packages, and routes accordingly to appropriate department and external groups; manages reviews, and drafts legal documents; updates processes as they relate to all lines of business.

· Conducts research relating to projects, interagency agreements, legal descriptions, drawings, parcel maps, right-of-way maps, locations, and rights and responsibilities of principles and related parties.

· Manages third-party tenants, licensees, permittees, and contractors’ compliance with the requirements of the terms and conditions of agreements and policies; follows up with third parties to obtain updated certificates of insurance to keep the files and reports updated and current; reviews insurance questions and exceptions; updates templates to reflect the latest requirements.

· Prepares agreement summaries, abstracts, and checklists to finalize document processes and turns over for input in the real estate tracking system; updates status reports including the pending list, to-do list, and other reports as requested to manage and track information.

· Provides support to principles as directed; prepares and presents staff reports and other necessary correspondence; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies, and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, policies and procedures, rules and regulations.

· Reviews agreements and accounting reports; mentors and provides direction to other team members.

· Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in business administration, real estate, property management, or closely related field and three years of experience in real estate including drafting, managing, and maintaining property management agreements such as leases, licenses, rights of entry, and easements and right-of-way knowledge; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

Must have an active Washington real estate license.

Must have a valid driver’s license.

Must maintain minimum automobile liability insurance in the amount of $100,000/$300,000/$100,000.

Required Knowledge and Skills:

· Operations, services, and activities of real estate and property management programs.

· Real estate principles and practices related to property management and related matters.

· Laws, practices, and legal instruments involved in real estate transactions and contracting.

· Rental and lease agreements and procedures for negotiating and implementing such agreements.

· Construction plan sets, specifications, legal descriptions, parcel maps, and drawings; building and city codes.

· Principles and practices used in contract preparation and administration.

· Principles and practices of customer service.

· Project management techniques and principles.

· Pertinent federal, state, and local laws, codes, and regulations.

· Principles of customer service.

· Principles and procedures of record keeping.

· Principles of business letter writing and basic report preparation.

· English usage, spelling, grammar, and punctuation.

· Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

· Principles and practices of governmental budget preparation and administration.

· Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

· Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups, and the general public.

· Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.

· Negotiating property leases and agreements.

· Interpreting, explaining, and enforcing real estate leasing policies and procedures.

· Reading, understanding, and interpreting complex documents involved in real estate leasing transactions.

· Applying project management techniques and principles.

· Preparing and analyzing data and comprehensive reports.

· Maintaining confidentiality and communicating with tact and diplomacy.

· Applying appropriate oral and written communication techniques to various individuals.

· Working cooperatively with other divisions, Agency officials, and outside agencies.

· Monitoring program/project operating budgets, costs, and schedules.

Physical Demands / Work Environment:

Work is performed in a standard office environment.

Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
